The Political Economy of Healthcare in Haryana: An Assessment of Resource Allocation and Outcomes

This paper has critically examined the political economy of the health sector in Haryana, with particular emphasis on resource allocation and health outcomes. Despite being one of India’s most economically advanced states, Haryana faces systemic challenges in providing equitable and quality healthcare. Using empirical data and policy analysis, this paper examines the structural dynamics shaping health care investment, the role of state and federal government initiatives, and inequalities in health care access across various regions and socioeconomic groups. The analysis shows that despite increased budgetary allocations in recent years, the healthcare sector remains underfunded relative to GDP and lags in infrastructure and service delivery, especially in rural and peripheral areas. The study also examines flagship programs like Ayushman Bharat and Chirayu Haryana and their role in improving health equity. The findings highlight the need for restructuring public health financing, decentralization and strong political will to address systemic inefficiencies. The paper concludes with policy recommendations to ensure that healthcare becomes a key pillar of inclusive development in Haryana.
